HERE ARE SOME WAYS TO UNLOCK LUIGI:
Have him join your team in Subspace Emissary.
Complete 22 Brawl matches.
Complete Classic Mode with no continues.
TIPS
It doesn't matter which character you are to do it.
If are using method 2 or 3, use a character you are good with.
When you unlock Luigi, you also unlock the Stage: Luigi's Mansion!
WARNINGS
His Final Smash is pretty powerful.
